We write in response to your February 19, 2019 request for information pursuant to the Rhode Island Access to Public Records Act (APRA). Your specific request is noted below along with our corresponding response.
This is a request under the Freedom of Information Act. The documents of interest concern the retirement plan(s) as follows:
-Newport Police and Firemen's Pension Plans
From the plan(s) mentioned above, I am requesting the following information:
-Schedule of Investment Portfolio by Asset Class and Manager- Also known as Investment Portfolio Summary or Investment Performance Report. This lists the Asset Classes (Large Cap Growth, Fixed Income, Real Estate, etc.), grouped by Investment Managers (Vanguard, Fidelity, etc), with the Assets under Management (Market Value) held by each Investment Manager, and investment fee information (such as cost per unit/share). Please have the assets as of 12/31/2017 or as of the end of the fiscal year 2017.
-A list of individual holdings (i.e. individual stocks or bonds) held by the defined benefit plan is not necessary
-I have attached a basic example of what I am requesting for your reference. An electronic copy of your records in this format is preferred.
-List of Service Providers- Specifically the Recordkeeper as well as the Investment Consultant(s) (ex. Callan, R.V. Kuhns, etc.) of the plan(s). If the record-keeping is done internally, please let me know.
-The plans' current discount rate and average age at the time of entering retirement (if applicable).
Please note that the Office of the General Treasurer does not maintain documents regarding the Newport Firemen’s Pension Plan. Further, while the Office does maintain documentation regarding the Newport Police Pension Plan, responsive information regarding only the Newport Police cannot be disaggregated from the data maintained. Be advised that pursuant to Rhode Island General Laws § 38-2-3(h), the Office of the General Treasurer is not required to reorganize, consolidate, or compile data not maintained by the Office in the form requested.
