We write in response to your August 21, 2019 request for information pursuant to the Rhode Island Access to Public Records Act (APRA). Your specific request is noted below along with our corresponding response.
I am writing to request a list of all uncashed/outstanding checks written, 6 months or older. How often is this list updated? How often, if ever, does it get turned over to the states unclaimed property department? Also if there are any reissue or claim instructions you could provide that would be appreciated.
Attached please find the documentation responsive to your request. The list is updated at the end of each fiscal year, and it is turned over to the Unclaimed Property Division in accordance with the Rhode Island General Laws governing escheatment of unclaimed property. The Office of the General Treasurer does not maintain written instructions for re-issuance but can be contacted at the number below for questions regarding a particular re-issuance.
If you contend you have been denied access to public records, pursuant to R.I.G.L. § 38-2-8, you may appeal this decision to Amy Crane, General Counsel, 50 Service Avenue, 2nd Floor, Warwick, RI 02886. You may also file a complaint with the Department of the Attorney General, 150 South Main Street, Providence, RI 02903 or the Rhode Island Superior Court of the county where the records are maintained.
