We write in response to your July 24, 2019 request for information pursuant to the Rhode Island Access to Public Records Act (APRA).  Your specific request is noted below along with our corresponding response.

Would you also happen to have the asset allocation of the fund from 1990-2005?

Please see the SIC books from 1997-2005 at the following site for information responsive to your request.

The remainder of the information you seek is not readily available and we estimate that it would require approximately 5 hours for search and retrieval of responsive documents and to complete analysis to determine what documents and/or portions of documents would be responsive to your request.  Pursuant to Rhode Island General Laws §38-2-4, we may charge $15.00 per hour (with the first hour free) for search, retrieval and analysis.  If you would like us to undertake this search and retrieval, kindly provide pre-payment in the amount of $60.00 (5 hours x $15.00 with the first hour free).  Please note the time in which our office has to respond to your request is tolled until payment is received.

Please be advised that payment does not guarantee that the records you have requested constitute public records (in whole or in part, i.e. redacted), but only authorizes this office to conduct a search, retrieval and analysis to determine if responsive records exist in whole or in part.  Should actual fees exceed the pre-payment estimate, this office will advise you and seek your authorization before continuing.  Should your pre-payment exceed actual review and analysis, you will, of course, be reimbursed.

If you contend you have been denied access to public records, pursuant to Rhode Island General Laws §38-2-8, you may appeal this decision to Amy L. Crane, General Counsel for the Rhode Island General Treasurer’s Office, 50 Service Avenue, 2nd Floor, Warwick, RI 02886.  You may also file a complaint with the Department of the Attorney General, 150 South Main Street, Providence, RI 02903 or the Rhode Island Superior Court of the county where the records are maintained.

Additional information regarding the Access to Public Records Act may be found at

Thank you for your interest in keeping government open and accountable to the public.
