Pursuant to the Open Records Act/Freedom of Information Act this is a request for a copy of the following record(s): An electronic copy of any and all retired employees for 2018. Each employee record should contain the employer name; employer zip code; first name, middle initial, last name; retirement date (mm-dd-yyyy); monthly annuity amount.

The principal purpose of this is to make this information more accessible to the public and to access and disseminate information regarding the health, safety, and welfare of the general public. This request is not principally for personal or commercial benefit. Our agency is just exercising the general rights of the public. For these reasons we are requesting a waiver of fees. If there is a charge for this service please obtain my approval in writing prior to proceeding with request.

All documents can be e-mailed to Denise.Cattoni@openthebooks.com or mailed in electronic format (preferred format would be .csv or xls). If any documents are not provided in the format specified, please provide the state or federal statutes relied upon for that decision. If any record or portion of a record responsive to this request is contained in a record or portion of a record deemed unresponsive to the request, I would like to inspect the entire document. Under the Open Records Act/Freedom of Information Act, all non-exempt portions of any partially-exempt documents must be disclosed. If any records or portions of records are withheld, please state the exemption on which you rely, the basis on which the exemption is invoked, and the name of the individual responsible for the decision.

We write in response to your January 23, 2019 request for information pursuant to the Rhode Island Access to Public Records Act (APRA).  Your specific request is noted below along with our corresponding response.

An electronic copy of any and all retired employees for 2018. Each employee record should contain the employer name; employer zip code; first name, middle initial, last name; retirement date (mm-dd-yyyy); monthly annuity amount.

Please see the attached document responsive to your request.  Please note that pursuant to Rhode Island General Laws § 38-2-3(h), the Office of the General Treasurer is not required to reorganize, consolidate, or compile data not maintained by the Office in the form requested.  Further note that certain information has been withheld pursuant to R.I. Gen. Laws § 38-2-2(4)(A)(I)(b) as it consists of personal individually identifiable information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.  Such information includes dates of birth and names of beneficiaries who have yet to receive a pension.

If you contend you have been denied access to public records, pursuant to R.I.G.L. § 38-2-8, you may appeal this decision to Frank Karpinski, Executive Director, 50 Service Avenue, 2nd Floor, Warwick, RI 02886.  You may also file a complaint with the Department of the Attorney General, 150 South Main Street, Providence, RI  02903 or the Rhode Island Superior Court of the county where the records are maintained.
