Under the Rhode Island Access to Public Records Act (APRA),  §38-2-1 et seq., we are requesting a copy of the following public records. At the November 18, 2015, meeting of the State Investment Commission, the Commission voted to approve Invesco Advisers, Inc., and Ascensus College Savings Services, as the program manages for the Rhode Island CollegeBound Saver 529 savings program pending successful and final negotiation of the contract. (See minutes of the November 18, 2015, meeting of the State Investment Commission.) We are requesting a copy of the contract or contracts executed between the General Treasurer, the State Investment Commission and/or the State of Rhode Island with Ascensus and/or Invesco (or any affiliate of either) to provide the program manager services or other services to the Rhode Island 529 Savings Program. We also request a copy of any agreement executed if a separate contract was entered between the State and Invesco for investment services for the Rhode Island 529 savings program, including any subcontract that was required by the State, if any, between Ascensus and Invesco for investment services for the Rhode Island 529 Savings Program on file with the General Treasurer’s Office. Please also include copies of any subsequent amendments, modifications, renewals or extensions of any the requested contracts.

We understand that the Access to Public Records Act provides that a reasonable charge may be made for the search or retrieval of documents (§38-2-4).
